To use the generator, you need a working java installation. Using the generator is straightforward. Copy all three files (generator.jar, congestioninfo.txt, and customerlocationinfo.txt) to a folder on your system and then execute the command:

java -jar generator.jar

Next, click on the tab labeled "Generate...", and then on the large button labeled "Start application". The application should then ask you to load two files, containing the congestion circle information and the customer location info respectively. Examples of such files are provided. The location will also ask for a filename to save the results to and then generate the network-consistent time dependent travel time data in this file.
